Nancy Loliva talks with Kim Loeb, of the Natural Resource Conservation Division, about the new Water Conservation Ordinance that takes effect April 17, 2014. Under Stage 4 – Water Emergency, no watering is allowed in Visalia in January & February. Residents can water 1 day a week in March, April, November and December, 2 days a week in May & October and 3 days a week from June – September.
